该片讲述的是云南省楚雄彝族自治州武定县人民法院一位执行法官在执法过程中遇到的感人肺腑的真实故事。家贫如洗的农民工李强在县城开“摩的”谋生，李强在驾驶黑心老板王锦路卖出的拼装三轮摩托车载客过程中发生了车祸，车上四名乘客全部身亡，法院以交通肇事罪判决李强赔偿四名受害者家属近百万元。李强与相依为命的奶奶卖掉破旧的祖遗房屋和所有值钱的东西，也不过赔偿了两万余元。在执行员刘大明的热心帮助和感化下，李强外出打工，省吃俭用，每月固定时间往法院执行账户上汇去赔偿款，有时几百元，有时一千多元，虽数量不大，却数年间从未间断过，特别是逢年过节期间还多寄几百元。被执行人王锦路欠工程款、欠农民工工资的案卷已经积压一大摞。因有背景撑腰，王锦路进出奔驰，频频逍遥夜总会、高消费场所，对法院的判决拒不执行，成了老赖。由于县城一年内发生多起同一个品牌的三轮摩托车肇事的案件，一系列案件引起了相关部门的注意。刘大明在同事的帮助下，配合公安机关掌握了老赖王锦路非法组装三轮摩托车的犯罪证据，并一举抓获了王锦路非法组装摩托车团伙的主要成员，使李强等众多购买了拼装、翻新摩托车的受害人得以洗清冤情。
