本片根据北京东宫门派出所牺牲民警，袁时光的真实事迹和生活经历改编，描写了他短暂动人，平凡而又伟大的一生。袁时光，男，1966年出生，1983年参加公安工作，是海淀公安分局东宫门派出所治安民警。在任治安民警的七年时间里，他始终站在同犯罪分子做斗争的第一线。1997年、1998年曾两次获得个人嘉奖。2000年7月23日，在颐和园东宫门广场抓捕扒窃犯罪嫌疑人时被案犯刺伤腹部，经抢救无效，壮烈牺牲。2000年8月1日被北京市人民政府批准为革命烈士；2000年8月31日被中共北京市委追认为中共党员，被授予全国公安系统二级英模及北京市“五四”青年奖章。
